To effectively carry out animal disease prevention and control, in accordance with the requirements of the Ministry of Agriculture and Rural Affairs’ “National Animal Disease Surveillance and Epidemiological Investigation Plan (2021–2025)” (Document No. 11 of 2021 issued by the Ministry of Agriculture and Rural Affairs), the China Animal Health and Epidemiology Center has organized the development of the Implementation Plan for Epidemiological Investigations of Major Animal Diseases in 2025 (Attachments 1–15). All relevant units are requested to follow the specific requirements set forth in these plans, collaborate closely with the Center, and jointly ensure the effective organization and implementation of this year’s animal disease epidemiological investigation tasks.

Implementation Plan for the Special Investigation on African Swine Fever
I. Purpose of the Survey
To gain a comprehensive understanding of the current geographic distribution of African swine fever virus contamination nationwide, assess the extent of the disease’s impact and the effectiveness of control measures, and provide technical support for the effective prevention and control of African swine fever.
II. Scope of the Survey
All 31 provinces nationwide and the Xinjiang Production and Construction Corps. Each province will select 10 counties, with priority given to those that have previously experienced outbreaks and those in which pathogen-positive samples were detected in 2024.
III. Survey Content
(1) Harmless Treatment Plant
In each county, select the largest-scale harmless disposal facility for dead pigs due to disease, and collect spleen tissue samples from 10 dead pigs, giving priority to those exhibiting suspected clinical signs of African swine fever. Each spleen sample should measure approximately 1 cm × 3 cm and be placed in a 5-mL round-bottom centrifuge tube with a cap. In total, each province is required to collect 100 spleen samples from dead pigs at harmless disposal facilities in 10 counties.
(2) Slaughterhouse
In each county, the slaughterhouse with the highest slaughter volume is selected, and serum and EDTA-anticoagulated blood samples are collected in parallel from 30 pigs. Serum samples must be separated on the day of collection, with a minimum volume of 1 mL, and stored in 2-mL capped centrifuge tubes; EDTA-anticoagulated blood samples must have a minimum volume of 3 mL and be collected in 5-mL blood collection tubes. In total, each province is required to collect 300 serum samples and 300 EDTA-anticoagulated blood samples from slaughterhouses in 10 counties.
(3) Farmers’ Markets
In each county, two medium- to large-scale farmers’ markets are selected; from each market, two pork stalls are chosen, and three samples of pork, three samples of pig liver, and three environmental swab samples are collected from each stall. Each pork and pig liver sample is approximately 1 cm × 3 cm in size and is individually placed in a 5-mL round-bottom centrifuge tube with a screw cap; each environmental swab sample is separately placed in a 5-mL round-bottom centrifuge tube containing PBS. In total, each province is required to collect 120 pork samples, 120 pig liver samples, and 120 environmental swab samples from 20 farmers’ markets across 10 counties.
IV. Organization and Implementation
The China Animal Health and Epidemiology Center is responsible for sampling guidance, laboratory testing, data compilation, and the preparation of investigation reports, and will, as appropriate, dispatch teams to relevant provinces to conduct targeted field investigations.
Provincial animal disease prevention and control agencies and the General Station for Animal Husbandry and Veterinary Work of the Xinjiang Production and Construction Corps are responsible for organizing the collection, verification, and compilation of samples within their jurisdictions, and shall, by August 31, 2025, uniformly mail the samples and sampling forms (including electronic data sheets) to the China Animal Health and Epidemiology Center.

Implementation Plan for the Special Investigation on Brucellosis in Cattle and Sheep
I. Purpose of the Survey
To understand the current epidemiological status and pathogen distribution characteristics of brucellosis in cattle and sheep in China, to analyze the epidemic trends of brucellosis, and to evaluate the suitability and effectiveness of existing brucellosis prevention and control measures.
II. Scope of the Survey
Twelve provinces and the Xinjiang Production and Construction Corps, including Hebei, Inner Mongolia, Jilin, Heilongjiang, Anhui, Fujian, Shandong, Hubei, Guangdong, Hainan, Shaanxi, and Qinghai.
III. Survey Content
A combined approach of questionnaire surveys and on-site investigations will be adopted.
(1) Questionnaire Survey
Assess the brucellosis prevention and control measures at the surveyed farms (households) and slaughterhouses (sites) (see Schedules 2-1, 2-2, and 2-5).
(2) On-site Investigation
1. Venue Selection
At least two counties or county-level cities with large cattle and sheep farming operations shall be selected in each province as survey sites, for a total of six cattle farms (households), six sheep farms (households), three cattle slaughterhouses (sites), and three sheep slaughterhouses (sites), with priority given to slaughterhouses located in the surveyed counties.
2. On-site Sampling
(1) Cattle farms (households). In immunized herds, select cattle that are at least 18 months old; in non-immunized herds, select cattle that are at least 12 months old. Each farm (or individual farmer) shall select 30 cattle, collect 5 mL of blood from each for serum separation, and concurrently collect genital tract swabs. In addition, collect 15 environmental swabs, including samples from pen floors, feed troughs, feces, and urine. Dairy farms (or individual dairy farmers) must also collect two bulk tank milk samples and ten individual milk samples, with each sample totaling 30–40 mL. Complete the sampling registration form (Appendix 2–3).
(2) Sheep farms (households). For non-finishing farms, select ewes that are more than 12 months old after vaccination; for non-vaccinated farms, select ewes that are at least 6 months old. Each farm (or household) shall sample 30 ewes, collecting 5 mL of blood from each and separating the serum, while simultaneously collecting genital tract swabs. In addition, 15 environmental swabs shall be collected, including samples from pen floors, feed troughs, feces, and urine. For dairy sheep farms and self-sufficient breeding and rearing operations, an additional 10 individual milk samples, each of 30–40 mL, must be collected. Complete the sampling registration form (Appendices 2–4).
(3) Slaughterhouses (sites). At each slaughterhouse (or slaughter point), select three batches of slaughtered cattle and sheep, with 30 animals in each batch; collect 10–20 g of spleen tissue (approximately 2 cm³ in volume) from female livestock, or 3–5 g of inguinal lymph node tissue (approximately 1 cm³ in volume); and collect 10 environmental swab samples from areas such as the holding pen, slaughter room, slaughter equipment, blood pools, and sewage outlets. Complete the sampling registration form (Appendix 2–6).
(4) Aborted animals. Each province shall collect more than 10 samples of animal-derived products (abortive fetuses, fetal membranes, or placentas), with each sample weighing 10–20 g (approximately 2 cm³ in volume), and store them at −20°C. The sampling information form (Appendix 2–7) must be completed for each sample.
IV. Organization and Implementation
The China Animal Health and Epidemiology Center, in collaboration with the animal disease prevention and control agencies of the relevant provinces, shall implement this jointly.
The China Animal Health and Epidemiology Center conducts on-site investigations and sample collection at the surveyed farms (households) and slaughterhouses (sites), and is responsible for testing all samples and preparing the consolidated report on the survey findings.
All relevant provincial animal disease prevention and control agencies, as well as the General Station for Animal Husbandry and Veterinary Work of the Xinjiang Production and Construction Corps, shall be responsible for organizing and coordinating on-site investigations and sample collection, completing the survey questionnaires, collecting samples of abortive products, and mailing them to the China Animal Health and Epidemiology Center by October 31, 2025.
The consumables required for sampling at the farms (households) and slaughterhouses (sites) specified in this survey protocol will be uniformly provided free of charge by the China Animal Health and Epidemiology Center and will be express-delivered to the surveyed provinces immediately upon the release of this protocol.

Implementation Plan for the Special Investigation on Bovine Tuberculosis
I. Purpose of the Survey
To understand the infection and disease incidence of bovine tuberculosis in China, characterize the distribution of the pathogen, analyze epidemiological trends, and evaluate the appropriateness and effectiveness of current control measures.
II. Scope of the Survey
Twelve provinces and the Xinjiang Production and Construction Corps, including Hebei, Inner Mongolia, Jilin, Heilongjiang, Anhui, Fujian, Shandong, Hubei, Guangdong, Hainan, Shaanxi, and Qinghai.
III. Survey Content
A combined approach of questionnaire surveys and on-site investigations will be adopted.
(1) Questionnaire Survey
Assess the prevention and control of bovine tuberculosis at surveyed farms (households) and slaughterhouses (sites) (see Appendices 3-1 and 3-3).
(2) On-site Investigation
1. Venue Selection
At least two districts or counties with large cattle populations in each province shall be selected as survey sites, for a total of six cattle farms (households) and three cattle slaughterhouses (sites), with priority given to slaughterhouses located in the surveyed counties.
2. On-site Sampling
(1) Farm (household). At each farm (or household), randomly select 30 cattle aged 6 months or older and collect 5 mL of heparin-anticoagulated whole blood from each animal; additionally, collect 15 environmental swab samples from areas including pen floors, exercise yards, feed troughs, water troughs, and milking parlor aisles. For dairy farms, collect two bulk tank milk samples and ten individual milk samples from the milking parlor, with each sample containing 30–40 mL. Complete the On-Site Sampling Form for Cattle Farms (Households) (Appendix 3-2).
(2) Slaughterhouses (sites). At each slaughterhouse (site), select 3 batches of cattle, totaling 30 head, and collect lung hilum lymph nodes, mediastinal lymph nodes, and mesenteric lymph nodes, with a sample weight of 10–20 g (approximately 2 cm³ in volume). In addition, collect 10 environmental swab samples from areas such as the holding pen, slaughter room, slaughtering equipment, blood pools, and sewage outlets. Complete the Slaughterhouse (Site) Sampling Registration Form (Appendix 3–4).
IV. Organization and Implementation
The China Animal Health and Epidemiology Center, in collaboration with the animal disease prevention and control agencies of the relevant provinces, shall implement this jointly.

Implementation Plan for the Risk Assessment of Highly Pathogenic Avian Influenza in Dairy Cattle
In accordance with the requirements of the Ministry of Agriculture and Rural Affairs’ Bureau of Animal Husbandry and Veterinary Medicine’s “Notice on Effectively Preventing the Introduction of Avian Influenza from Abroad,” this plan is formulated to ensure the successful conduct of the 2025 risk assessment on highly pathogenic avian influenza in dairy cattle.
I. Purpose of the Survey
Assess the risk of highly pathogenic avian influenza infection in dairy cows and provide recommendations for measures to facilitate early detection and risk prevention of this disease.
II. Scope of the Survey
Inner Mongolia, Liaoning, Heilongjiang, Jiangsu, Shandong, Henan, Sichuan, Yunnan, Ningxia, and Xinjiang—provinces located along major migratory flyways for wild birds and with substantial dairy cattle farming—were selected as survey provinces. Within each province, key wild bird habitats, breeding grounds, and major stopover or wintering sites along bird migration routes were identified (with priority given to areas that have previously experienced outbreaks of avian influenza in wild birds). Targeted surveys were then conducted among 10 dairy farms of varying sizes in the counties and county-level cities surrounding these areas.
III. Survey Content
(1) Sample Collection. At the end of April and the end of November, two bulk-tank milk samples, each 10–20 mL, were collected from designated dairy farms. Concurrently, five milk samples (5–10 mL per sample) and five serum samples (1–3 mL per sample) were collected from cows exhibiting clinical abnormalities, including lactation disorders, fever, reduced feed intake, or nasal discharge. For cows without clinical abnormalities, five milk samples (5–10 mL per sample) and five serum samples (1–3 mL per sample) were collected randomly (see Appendix Table 4-1 for the sampling registration form). All samples were stored at −20°C.
(2) Questionnaire survey. While collecting samples, complete the survey questionnaire to obtain information on dairy farm management practices, animal transportation, disease prevention and control, and contact with wild birds and other avian species; see Appendix Table 4-2 for details.
IV. Organization and Implementation
The China Animal Health and Epidemiology Center, in collaboration with the relevant provincial animal disease prevention and control agencies, will jointly implement this initiative. Each of these provincial agencies shall identify a list of designated dairy farms and designate contact persons, and by the end of April and November 2025, shall assist in completing sample collection. Once the samples are centrally collected, they will be either mailed to the Center or dispatched individually by the designated dairy farms. The China Animal Health and Epidemiology Center will be responsible for sample testing and result analysis, and, in light of developments in overseas epidemic situations and the needs of domestic risk assessments, will conduct on-site investigations as appropriate.

Implementation Plan for the Special Survey on Major Poultry Disease Outbreaks
I. Purpose of the Survey
To elucidate the spatiotemporal and inter-population dynamic distribution patterns of major avian diseases such as avian influenza, Newcastle disease, and infectious bronchitis in chickens; to assess risk factors for disease transmission; to analyze pathogen epidemiology and mutation trends; and to promptly propose dynamic early-warning systems and evidence-based prevention and control strategies.
II. Scope of the Survey
Sixteen provinces, including Heilongjiang, Jiangsu, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Sichuan, Guizhou, Yunnan, Qinghai, and Ningxia.
III. Survey Content
(1) Survey of the Current Epidemiological Situation of Major Avian Diseases in Intensively Farmed Areas
In 13 provinces—Jiangsu, Anhui, Fujian, Jiangxi, Henan, Hubei, Hunan, Guangdong, Guangxi, Sichuan, Guizhou, Yunnan, and Ningxia—two representative prefecture-level wholesale live-poultry markets, six live-poultry retail markets, and six waterfowl farms (either open- or semi-open-range operations) were selected in each of the periods January–May and September–December for the collection of avian swab samples. Sample-collection registration forms (Appendices 5-1 and 5-2) were completed for all collected samples. Specifically, at each wholesale live-poultry market, 12 stalls were sampled, with 10 avian samples collected from each stall; at each live-poultry retail market, 6 stalls were sampled, with 5 avian samples collected from each stall; and at each waterfowl farm, 30 samples were collected, for a total of 600 samples. For provinces and municipalities where live-poultry markets are insufficient, sampling, testing, and survey analysis may be conducted at waterfowl farms instead.
(2) Investigation of Pathogen Transmission Risks at the Wild-Poultry and Domestic-Poultry Interface
On the migratory routes of wild birds or in the vicinity of their habitats in six provinces—Heilongjiang, Jiangxi, Shandong, Hubei, Guangdong, and Qinghai—1 to 2 sampling sites shall be established based on geographic location and the abundance of wild bird populations. In accordance with the timing of wild bird migration, each sampling site shall collect no fewer than 100 swab or fecal samples from wild birds and complete the Sample Collection Registration Form (Appendix 5-3). If the number of available samples is insufficient, sampling may be conducted at open- or semi-open waterfowl farms for testing and investigative analysis.
IV. Organization and Implementation
The China Animal Health and Epidemiology Center is responsible for sample collection, testing, analysis, and report preparation. Animal disease prevention and control agencies in the relevant provinces assist with sample collection and result analysis, and suspected positive samples for Newcastle disease and other diseases are promptly submitted to the China Animal Health and Epidemiology Center for further confirmation.

Implementation Plan for the Epidemiological Investigation of Major Swine Diseases
I. Purpose of the Survey
To understand the epidemiological dynamics of swine diseases such as foot-and-mouth disease, porcine reproductive and respiratory syndrome, porcine epidemic diarrhea, classical swine fever, porcine circovirus disease, and pseudorabies, to analyze the molecular genetic evolutionary characteristics of the major pathogens, and to propose dynamic early-warning systems and prevention-and-control recommendations for these diseases in swine populations.
II. Scope of the Survey
Sixteen provinces and autonomous regions, including Beijing, Tianjin, Hebei, Liaoning, Heilongjiang, Anhui, Fujian, Shandong, Henan, Hunan, Guangdong, Guangxi, Guizhou, Yunnan, Shaanxi, and Xinjiang.
III. Survey Content
(1) Epidemiological Surveillance of Disease Outbreaks
Once per quarter, a questionnaire survey on the epidemiological dynamics of swine diseases in farm/herd settings shall be conducted in the surveyed provinces (see Appendix Table 6-1 for the survey form) to ascertain the incidence, epidemic intensity, and vaccine efficacy for major swine diseases.
(2) Sampling and Testing
1. Clinical healthy pig population. In each surveyed province, five counties (county-level cities or districts) are selected; in each of these, one swine slaughterhouse is randomly chosen, and 20 clinical tissue samples (from lymph nodes, lungs, spleen, etc.) are collected from healthy pigs at each slaughterhouse. Across all provinces, a total of 100 tissue samples are collected annually and submitted to the Swine Exotic Disease Surveillance and Research Center of the China Animal Health and Epidemiology Center for etiological testing for foot-and-mouth disease, porcine reproductive and respiratory syndrome, porcine epidemic diarrhea, classical swine fever, porcine circovirus disease, and pseudorabies, with samples being submitted once per year. The distribution and requirements for sampling sites in clinically healthy pig populations in each province are shown in the table below, while the slaughterhouse sampling registration form is provided in Appendix 6-2.

2. Clinically affected pig herds. During the course of the investigation, if a pig herd is found to be clinically ill or to exhibit other abnormal conditions, samples shall be promptly collected and submitted to the China Animal Health and Epidemiology Center for laboratory testing. The sample collection registration form is provided in Appendix 6-3.
IV. Organization and Implementation
(1) Epidemiological surveillance of disease outbreaks. This is conducted once every quarter, jointly by the China Animal Health and Epidemiology Center and the relevant provincial animal disease prevention and control agencies.
(2) Sampling and testing. The aforementioned 16 provincial animal disease prevention and control institutions shall complete the collection and submission of samples from clinically healthy pig populations by the end of October 2025, with the China Animal Health and Epidemiology Center responsible for testing and analyzing these samples.

Implementation Plan for the Epidemiological Investigation of Major Bovine and Ovine Diseases
I. Purpose of the Survey
To understand the current infection status, epidemiological characteristics, and trends of foot-and-mouth disease, bluetongue, bovine viral diarrhea/mucosal disease, infectious bovine rhinotracheitis, and other livestock diseases, and to propose prevention and control recommendations.
II. Scope of the Survey
Sixteen provinces and autonomous regions, including Beijing, Tianjin, Hebei, Liaoning, Heilongjiang, Anhui, Fujian, Shandong, Henan, Hunan, Guangdong, Guangxi, Guizhou, Yunnan, Shaanxi, and Xinjiang.
III. Survey Content
(1) Epidemiological surveillance of disease outbreaks. In each surveyed province, at least five counties (county-level cities or districts) are selected; in each county, two dairy farms, two beef cattle farms, and two sheep farms are chosen, resulting in a total of 10 dairy farms, 10 beef cattle farms, and 10 sheep farms per province. A questionnaire survey is then conducted on major bovine and ovine diseases, including foot-and-mouth disease, bluetongue, bovine viral diarrhea/mucosal disease, and infectious bovine rhinotracheitis. The epidemiological survey form is provided in Appendix Table 7-1.
(2) Sampling and testing. At each of the cattle and sheep farms surveyed, 20 serum samples were collected, resulting in a total of 200 dairy cow serum samples, 200 beef cattle serum samples, and 200 sheep serum samples collected across all provinces for the year. In the event of clinical cases, concurrent collection of pathogenological samples, such as swabs, was conducted; these samples were submitted together with the serum samples to the China Animal Health and Epidemiology Center for testing for relevant diseases. The sample collection registration form is provided in Appendix Table 7-2.
(3) Submission of sampling information. Complete the “Major Bovine and Ovine Disease Sampling Registration Form” (see Appendix Table 7-2), and simultaneously enter the sampling information into the electronic spreadsheet. To obtain the QR code for downloading the form, follow the WeChat official account “China Veterinary Release” and send the message: “Sampling Information Form.”
IV. Organization and Implementation
The China Animal Health and Epidemiology Center, in collaboration with the animal disease prevention and control agencies of the relevant provinces, shall implement this.
Provincial animal disease prevention and control agencies are required to complete the questionnaire survey and collect and submit serum and tissue samples by the end of October 2025. The China Animal Health and Epidemiology Center will be responsible for sample testing and data analysis, and, as appropriate, will conduct on-site investigations in the relevant provinces at an opportune time.

Implementation Plan for the Special Survey on Peste des Petits Ruminants
I. Purpose of the Survey
To gain a comprehensive understanding of the national immunization status and viral epidemiology of peste des petits ruminants in sheep populations, advance eradication efforts, and provide technical support for the scientific prevention and control of the disease.
II. Scope of the Survey
All 31 provinces nationwide and the Xinjiang Production and Construction Corps.
III. Survey Content
(1) Farm (Household)
Two representative prefecture-level cities are selected in each province; from each city, one county is chosen; and from each county, five sheep farms (households) or natural sheep-raising villages are selected. If the number of farms (households) is insufficient, the corresponding number shall be supplemented by selecting additional farms (households) from the county with the largest number of sheep marketed. For each of the aforementioned farms (households) or natural villages, serum and nasal or ocular swab samples are collected in parallel from 35 sheep, with serum to be separated on the day of collection and each swab sample being uniquely numbered to correspond one-to-one with its respective serum sample.
(2) Live Sheep Trading Market (Distribution Center)
Each province shall select the two live-sheep trading markets (distribution centers) with the highest trading volumes. At each market, serum and nasal or ocular swab samples shall be collected in parallel from 35 sheep, with serum to be separated on the day of collection and each swab sample uniquely numbered to correspond to its respective serum sample. Priority shall be given to collecting samples from sheep exhibiting clinical signs.
(3) Slaughterhouses (Slaughtering Points)
For each province, the two slaughterhouses (or slaughter points) with the highest sheep slaughter volumes are selected, and serum and mesenteric lymph node tissue samples are collected in parallel from 35 sheep at each slaughterhouse. Sheep exhibiting clinical signs are given priority for sampling.
The allocation table for sampling tasks by province is provided in Appendix 8-1.
(4) Submission of Sampling Information
Complete the “Special Epidemiological Investigation and Sample Collection Registration Form for Peste des Petits Ruminants” (see Appendices 8-2, 8-3, and 8-4), and simultaneously enter the sample information into the electronic spreadsheet. To obtain the QR code for downloading the Peste des Petits Ruminants sample collection form, follow the WeChat official account “China Veterinary Release” and send the message: “Sample Information Form.”
IV. Organization and Implementation
It is jointly implemented by the China Animal Health and Epidemiology Center and animal disease prevention and control agencies in all provinces.
The China Animal Health and Epidemiology Center is responsible for providing guidance on sample collection, conducting laboratory testing of samples, compiling data, and preparing investigation reports, and will, as appropriate, dispatch teams to relevant provinces to carry out special field investigations. Provincial animal disease prevention and control agencies and the General Station for Animal Husbandry and Veterinary Work of the Xinjiang Production and Construction Corps are responsible for the collection, registration, compilation, and verification of samples within their respective jurisdictions. By August 31, 2025, they shall mail the samples and sampling forms to the China Animal Health and Epidemiology Center and submit the consolidated electronic version of the sampling information form to the email address: zhaoyunling@cahec.cn.

Implementation Plan for the Special Investigation on Lumpy Skin Disease in Cattle
I. Purpose of the Survey
To gain a comprehensive understanding of the infection and immune responses associated with lumpy skin disease in cattle, assess the extent of its impact and the effectiveness of control measures, and provide technical support for the scientific prevention and control of the disease.
II. Scope of the Survey
All 31 provinces nationwide and the Xinjiang Production and Construction Corps.
III. Survey Content
(1) Survey Locations
1. Farm (household)
(1) Provinces that have experienced historical epidemics. Select townships with a history of outbreaks, and randomly choose five cattle farms (households) in each township.
(2) Provinces where no epidemic has occurred. Select the three prefecture-level cities with the largest number of cattle to be marketed; in each of these cities, select the county with the largest cattle inventory; and in each selected county, randomly choose five cattle farms (households).
2. Live Cattle Trading Market: Each province shall select the two live cattle trading markets with the largest transaction volumes.
3. Slaughterhouse: Select the two slaughterhouses with the highest cattle slaughter volumes in each province.
(2) Sampling Requirements
Detailed information on the number of sampling sites and the number of samples collected in each province is provided in the “National Special Survey Sampling Task Allocation Table for Lumpy Skin Disease in Cattle” (Appendix 9-1).
For each of the aforementioned farms (households), live cattle trading markets, and slaughterhouses, prioritize selecting cattle with scab lesions on the skin and collect serum and scab tissue samples from 10 such animals in parallel. If fewer than 10 cattle exhibit scab lesions, supplement the remaining number by collecting serum and oronasal swab samples from clinically healthy cattle. Serum must be separated on the day of collection, with a minimum volume of 1 mL, and stored in 2-mL capped centrifuge tubes; scab or swab samples (pathogen samples) should be placed in 5-mL round-bottom capped centrifuge tubes containing 1.5 mL of PBS. Each serum sample and pathogen sample from a given animal must be assigned a unique, one-to-one identification number.
(3) Submission of Sampling Information
Complete the “Special Investigation and Sampling Registration Form for Lumpy Skin Disease in Cattle” (see Appendices 9-2, 9-3, and 9-4). At the same time, enter the information into the electronic spreadsheet for the sampling registration form (follow the WeChat official account “China Veterinary News,” send the message “Sampling Information Form,” and obtain the QR code for the special epidemiological investigation and sampling registration form for lumpy skin disease in cattle to download the form).
IV. Organization and Implementation
The China Animal Health and Epidemiology Center is responsible for sampling guidance, laboratory testing, data compilation, and the preparation of investigation reports, and will, as appropriate, dispatch teams to relevant provinces to conduct targeted field investigations.
Provincial animal disease prevention and control agencies and the General Station for Animal Husbandry and Veterinary Work of the Xinjiang Production and Construction Corps are responsible for the collection, verification, and compilation of samples within their jurisdictions. They shall, by August 31, 2025, mail the samples and sampling forms to the China Animal Health and Epidemiology Center and submit the consolidated electronic version of the sampling information form to the email address: zhaoyunling@cahec.cn.

Implementation Plan for the Special Survey on Livestock Pox Virus Diseases
I. Purpose of the Survey
To ascertain the prevalence of poxvirus infections in livestock, assess the extent of their impact, and provide technical support for the scientific prevention and control of livestock poxvirus diseases.
II. Scope of the Survey
Ten provinces, including Hebei, Inner Mongolia, Jilin, Fujian, Shandong, Henan, Guangxi, Yunnan, Ningxia, and Xinjiang.
III. Survey Content
(1) Survey Locations
1. Farm (household): In each surveyed province, two counties (cities/districts) in areas with intensive livestock farming are selected; in each of these counties (cities/districts), two cattle farms (households) and two sheep farms (households) are selected.
2. Slaughterhouse(s): In each surveyed province, one slaughterhouse (or slaughter point) with the highest cattle and sheep slaughter volume is selected.
(2) Sampling Requirements
At each farm (household or site), 10 animal samples—whole blood, serum, and oral–nasal swabs—are collected in parallel; at each slaughterhouse (site), 7 animal samples—whole blood, serum, and oral–nasal swabs—are collected in parallel (with each whole-blood sample containing no less than 5 mL and each serum sample no less than 1 mL). If clinical pox lesions or crusted lesions are present, scab tissue should be prioritized for sampling, with concurrent collection of whole blood and serum. Tissue and swab samples shall be preserved in physiological saline or phosphate-buffered saline (PBS). For sheep samples collected in each province, both goats and sheep should be included. A total of 87 individual samples are to be collected per province.
(3) Submission of Sampling Information
Complete the “Special Survey Sampling Registration Form for Livestock Pox Virus Diseases” (see Appendix Table 10-1). At the same time, enter the information into the electronic spreadsheet for the sampling registration form (follow the WeChat official account “China Veterinary News,” send the message “Sampling Information Form,” and obtain the QR code for the livestock pox virus sampling registration form to download the spreadsheet).
IV. Organization and Implementation
(1) The China Animal Health and Epidemiology Center is responsible for providing guidance on sample collection, conducting laboratory testing of samples, compiling data, drafting investigation reports, and, as appropriate, dispatching teams to relevant provinces to carry out special research missions.
(2) Relevant provincial animal disease prevention and control agencies shall be responsible for the collection, registration, verification, and compilation of task samples within their jurisdictions. By August 31, 2025, they shall mail the samples and sampling registration forms to the China Animal Health and Epidemiology Center and submit the consolidated electronic sampling information form to the email address: zhaoyunling@cahec.cn.

Implementation Plan for the Special Investigation on Bovine Spongiform Encephalopathy (BSE) and Scrapie
I. Purpose of the Survey
To gain a comprehensive understanding of the current national status of bovine spongiform encephalopathy (BSE) and scrapie, maintain China’s OIE certification as a country with a negligible BSE risk status, and provide technical support for the scientific prevention and control of these diseases.
II. Scope of the Survey
All 31 provinces nationwide and the Xinjiang Production and Construction Corps.
III. Survey Content
Sampling shall be conducted primarily at facilities for the harmless disposal of dead animals, livestock farms, and veterinary hospitals.
(1) Sampling Requirements
Bovine spongiform encephalopathy: Samples are primarily collected from cattle aged 4 years and older that exhibit neurological symptoms, remain recumbent, or die under abnormal conditions.
Pruritic disease: The primary subjects for sample collection are sheep and goats aged 18 months or older that exhibit pruritus, neurological signs, ataxia, recumbency, blindness, death, or other clinical manifestations.
The number of samples collected in each province is shown in Appendix Table 11-1, and the sampling forms are provided in Appendix Table 11-2.
(2) Sampling Method
Place the bovine or ovine head with the face down, exposing the foramen magnum. Using surgical scissors or ophthalmic scissors, make four incisions—superior, inferior, medial, and lateral—at the foramen magnum to open the dura mater. Then, insert a gloved finger through the foramen magnum and rotate it once around the medulla oblongata to transect the cranial nerves and blood vessels. Next, using a specialized sampling spoon provided by the National Reference Laboratory for Bovine Spongiform Encephalopathy, insert the spoon closely against the superior wall of the foramen magnum to a depth of approximately 5–7 cm for bovine brain or 3–4 cm for ovine brain, and perform four directional cuts through the brain tissue. Finally, carefully excavate the medullary tissue, place it in a sample cup or sealed bag (not less than 18 × 20 cm), clearly label the container or bag with the sample identification number (corresponding one-to-one with the number on the sampling form), and store at −20°C or, as required, fix in 10% formalin.
IV. Organization and Implementation
The National Reference Laboratory for Bovine Spongiform Encephalopathy (China Animal Health and Epidemiology Center) is responsible for testing bovine and ovine brain samples from 26 provinces and the Xinjiang Production and Construction Corps, including Tianjin, Hebei, Shanxi, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Hainan, Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia, and Xinjiang, as well as for confirming cases of bovine spongiform encephalopathy and scrapie nationwide.
The National Laboratory for Animal Spongiform Encephalopathies (China Agricultural University) is responsible for testing bovine and ovine brain samples from five provinces: Beijing, Inner Mongolia, Liaoning, Jilin, and Heilongjiang.
Sample collection and submission for testing must be completed by September 30, 2025; suspected samples may be submitted for testing at any time. The National Reference Laboratory for Bovine Spongiform Encephalopathy will, as appropriate, dispatch personnel to the relevant provinces to conduct special field investigations. When submitting samples, each province shall also submit an electronic summary table of sample information (follow the “China Veterinary News” WeChat official account and send the message “Sampling Information Form” to obtain the QR code for the BSE/Scrapie sampling form, which can then be used to download the required spreadsheet).

Implementation Plan for the Special Investigation on African Horse Sickness
I. Purpose of the Survey
To understand the risk of African horse sickness infection in key regions of China and to provide technical support for effectively preventing the introduction of the disease.
II. Scope of the Survey
The four provinces of Guangdong, Guangxi, Hainan, and Yunnan.
III. Survey Content
(1) Survey Locations
Guangxi has selected eight border counties or counties with higher risk, while Yunnan has selected 25 border counties or counties with higher risk. In each of these counties, the three townships with the largest equine livestock populations have been chosen, and in each of these townships, three equine farms have been selected. Guangdong and Hainan, in turn, have identified three equine farms located in the vicinity of zoos with a history of zebra husbandry or temporary holding facilities for imported racehorses, and have selected these farms accordingly.
(2) Sampling Requirements
1. At each of the aforementioned breeding facilities, serum and EDTA-anticoagulated blood samples were randomly collected in parallel from five equine animals; the anticoagulated blood samples were aliquoted into 5-mL screw-cap centrifuge tubes.
2. At each of the aforementioned farming sites, collect 100 samples of blood-feeding insects, such as Culicoides, from nearby locations.
The sampling task assignment table is shown in Appendix 12-1.
(3) Submission of Sampling Information
Complete the “Special Epidemiological Investigation and Farm Sampling Registration Form for African Horse Sickness” (see Appendices 12-2 and 12-3), and simultaneously enter the sampling information into the electronic spreadsheet. IV. Organization and Implementation

Implementation Plan for the Survey on Sanitary Conditions and Value Chain of Meat Ducks
I. Purpose of the Survey
To provide technical support for disease prevention and control decision-making, it is essential to gain a comprehensive understanding of the overall situation regarding meat duck farming, transportation, and slaughtering in China’s major production regions, including the number and spatial distribution of various stakeholders at each stage of the value chain, as well as their behaviors that are associated with disease risk.
II. Scope of the Survey
Eight provinces: Zhejiang, Anhui, Shandong, Hubei, Hunan, Guangdong, Guangxi, and Sichuan.
III. Survey Content
(1) Questionnaire survey. Each surveyed province shall collect, at the county level, data on the inbound and outbound movements of meat ducks in 2024 (reported based on certificates of origin quarantine; see Appendix Table 13-1 for details).
(2) On-site investigation. For each surveyed province, three counties (cities/districts) with large meat duck production were selected for on-site surveys.
1. Farm households. At least 20 meat duck farms in each county (city/district) shall be selected for on-site surveys, covering aspects such as rearing practices, production management, biosecurity measures, disease occurrence and mortality, and vaccination. Specific details are provided in Appendix Table 13-2. The number of farms to be surveyed at different scales shall be allocated based on the principle of representativeness and in accordance with the specific conditions of each county.
2. Trading market. For each county (city/district), one live-poultry wholesale trading market and three live-poultry retail markets (farmers’ markets) shall be selected for on-site surveys to ascertain the sources and quantities of poultry, their circulation patterns, as well as market hygiene and management conditions; details are provided in Appendix Table 13-3.
3. Broker. In each county (city/district), six meat duck brokers and six individuals engaged in meat duck sales within the market were selected for surveying, with the aim of gathering information on their scope of activities, daily sales practices, and brokerage activities. Specific details are provided in Appendices 13-4 and 13-5.
4. Slaughterhouse locations. For each county (city/district), select three meat duck slaughterhouses to conduct a survey and gather information on the sources of slaughtered ducks, the slaughtering process, and the destinations of the products; specific details are provided in Appendix Table 13-6.
(3) Interviews.
1. Interviews with meat duck conglomerates. In each surveyed province, eight enterprise groups engaged in breeding, hatching, commercial meat duck rearing, and slaughtering of meat-type ducks were selected for interviews to gain an understanding of the characteristics of their respective industry value chains; specific details are provided in Appendix Table 13-7.
2. Interviews with county-level veterinary institutions. For each county (city/district) visited, interviews were conducted with relevant personnel from the animal epidemic prevention and control agencies and animal health supervision agencies who are familiar with local meat duck farming, transportation, technical services, and other related matters. The interview outline is provided in Appendix Table 13-8.
IV. Organization and Implementation
It is jointly implemented by the China Animal Health and Epidemiology Center and the animal disease prevention and control agencies of the relevant provinces.
The China Animal Health and Epidemiology Center is responsible for questionnaire design, field surveys, data compilation and analysis, and report writing. Relevant provincial animal disease prevention and control agencies shall assist in selecting survey sites, organizing on-site symposiums, collecting completed questionnaires, and other related tasks. By August 31, 2025, these agencies are required to mail the hard copies of the questionnaires to the China Animal Health and Epidemiology Center or to submit electronic versions to the email address liuhanze@cahec.cn.

Implementation Plan for the Survey of the Health Status of Carnivores
I. Purpose of the Survey
To understand the breeding numbers, distribution patterns, and farming systems of carnivorous animals in China, including foxes, minks, raccoon dogs, dogs, and cats; to ascertain the current epidemiological status of major carnivore diseases and the implementation of prevention and control measures; and to provide evidence-based support for the development of scientific prevention and control strategies.
II. Scope of the Survey
(1) Questionnaire survey. All 31 provinces nationwide and the Xinjiang Production and Construction Corps.
(2) On-site investigation. Nine provinces, including Hebei, Liaoning, Jilin, Heilongjiang, Zhejiang, Shandong, Henan, Guangxi, and Qinghai.
III. Survey Content
(1) Questionnaire Survey
This study examines the husbandry practices for carnivorous animals such as foxes, minks, raccoon dogs, dogs, and cats in the surveyed provinces, including the types and incidence rates of common infectious diseases, vaccination programs, introduction of new breeds, inter-provincial transportation of livestock, harmless disposal of dead animals due to disease, and the implementation of relevant management measures. The questionnaire is provided in Appendix 14-1.
(2) On-site Investigation
1. Symposium. Organize symposiums with responsible personnel from provincial animal disease prevention and control agencies, veterinary hospitals/pet hospitals, carnivore farms, small-animal/pet associations, fur animal associations, vaccine manufacturers, and other relevant organizations to gain an in-depth understanding of local practices in carnivore farming, disease epidemiology, and disease prevention and control management.
2. Farm households. In each province where field surveys are conducted, 2–3 large-scale livestock farms for each animal species shall be selected to carry out on-site investigations, with the aim of gathering information on farming practices, production management, biosecurity measures, animal morbidity and mortality, disease outbreaks, and vaccination coverage. The specific types and number of farms to be surveyed at different scales may be adjusted according to the particular circumstances of each county. The on-site survey form for livestock farms is provided in Appendix Table 14-2.
3. Trading Marketplace. In each province where on-site surveys are conducted, 1–2 large wholesale markets for carnivorous animals (pet markets) and 2–3 small-scale trading venues for carnivorous animals will be selected for field investigation (with the scale of the trading markets determined by each province based on local conditions). The purpose is to assess market management practices and sanitary conditions, as well as the sources, numbers, circulation patterns, and disease prevention and control measures for carnivorous animals within these venues.
IV. Organization and Implementation
The China Animal Health and Epidemiology Center, provincial animal disease prevention and control agencies, and the General Station for Animal Husbandry and Veterinary Work of the Xinjiang Production and Construction Corps shall implement this jointly.
(1) Questionnaire survey. All provincial animal disease prevention and control agencies and the General Station for Animal Husbandry and Veterinary Work of the Xinjiang Production and Construction Corps shall complete the questionnaire (Appendix 14-1) and submit it to the China Animal Health and Epidemiology Center by August 31, 2025.
(2) On-site investigation. From May to October, the China Animal Health and Epidemiology Center organized on-site investigations and symposiums, with assistance from the relevant provincial animal disease prevention and control agencies.

Implementation Plan for the Investigation of Animal Biosafety Risk Factors
I. Purpose of the Survey
Investigate animal biosafety risk factors, assess potential animal biosafety risks, and provide technical support for the prevention and response to emerging animal epidemics.
II. Scope of the Survey
Heilongjiang, Guangdong, Chongqing, Yunnan, Shaanxi, and Xinjiang—six provinces in total.
III. Survey Content
(1) Survey Sites
In each surveyed province, two harmless disposal facilities or collection points for dead livestock and poultry, two slaughterhouses, and two farms raising special economic animals were randomly selected for sampling and investigation.
(2) Sampling Subjects
Pigs, cattle, sheep, poultry, and special economic animals (such as deer, camels, mink, raccoon dogs, and foxes).
(3) Sampling Requirements
At the harmless treatment facility (collection point for dead animals due to disease) and at each slaughterhouse, tissue samples—including lymph nodes, lungs, spleen, liver, kidneys, intestines, and intestinal contents—shall be collected from 30 animals (heads) each, with samples to be stored separately by category. At specialized farms raising economic animals, nasopharyngeal swabs and rectal swabs shall be collected from 30 animals (heads). If any animal is found to be clinically ill or exhibiting other abnormal conditions, samples may be collected and submitted for testing at any time. The sampling form is provided in Appendix Table 15-1.
IV. Organization and Implementation
The China Animal Health and Epidemiology Center, in collaboration with the animal disease prevention and control agencies of the relevant provinces, will jointly implement this initiative. The China Animal Health and Epidemiology Center will be responsible for providing guidance on sample collection, conducting laboratory testing of samples, compiling data, and drafting the investigation report, while the corresponding provincial animal disease prevention and control agencies will assist in carrying out sample collection. The sampling work is to be completed by September 30, 2025.
